According to the website of the Ministry of Commerce, recently, four departments including the Ministry of Commerce, the General Administration of Customs, the State Administration for Market Regulation, and the National Medical Products Administration jointly issued a notice to adjust the quality supervision measures for the export of epidemic prevention materials.
The notice states that the global health emergency status of the COVID-19 pandemic has ended, and epidemic prevention and control in China has entered a stage of normalized management. In order to adapt to the new situation, the following adjustments are made to the quality supervision measures for six categories of epidemic prevention materials, including non-medical masks, novel coronavirus test kits, medical masks, medical protective suits, ventilators, and infrared thermometers: Starting from the date of the notice, the Ministry of Commerce will no longer confirm the list of epidemic prevention material production enterprises that have obtained foreign standard certification or registration, and the State Administration for Market Regulation will stop providing the list of non-medical masks with quality issues and related enterprises found in the domestic market. Customs will no longer use the aforementioned lists as the basis for export inspection and release of relevant products. Export enterprises are no longer required to apply for inclusion in the "List of Medical Material Production Enterprises that Have Obtained Foreign Standard Certification or Registration" or the "List of Non-Medical Mask Production Enterprises that Have Obtained Foreign Standard Certification or Registration", and they are not required to provide the "Joint Statement by the Exporter and Importer" or the "Export Declaration for Medical Materials" during customs clearance.
Starting from the date of the notice, the Ministry of Commerce, the General Administration of Customs, and the National Medical Products Administration will simultaneously revoke the Announcement No. 5 of 2020 ("Announcement on the Orderly Export of Epidemic Prevention Materials") and the Announcement No. 12 of 2020 ("Announcement on Further Strengthening the Quality Supervision of Epidemic Prevention Materials for Export"). Export enterprises of epidemic prevention materials should ensure product quality and safety, comply with relevant standards, and consciously safeguard the international reputation of Chinese products.
